How to freeze the bottom row in a table while scrolling, sorting, and filtering the table?

I would like one record to be either visible on the bottom of the table at all times, or just stuck to the very bottom of the table, after all other records.

Is there a way to do this?

I would like the row to be on the bottom no matter what happens with the table sort or the table filter or the table scroll bars.
